Also, having a vaccine in trials by the end of the year doesn't mean much. They really will have to make sure the vaccine doesn't kill people first (I remember the flu vaccine in the 70s that gave some people a crippling disease), and also that it seems effective.

But we all know what ALSO happens at the end of the year (or just before it). The election.
Fauci probably thinks he has to say this to pacify Trump.
But the best "vaccine" we can get is Trump's defeat, and then Biden can hire the right people whose only goal is public health, not "pacifying an insane president" and "helping insane president win reelection".
