Costco has no problem enforcing its mandatory mask rule in every state. Costco corporate simply chose to do it. The Costco stores are on private property, and they have the right to refuse service to anyone. Home Depot decided not to piss off their Trump-loving customers. Avoid shopping at these complicit stores if you can.
