(1) You can't be obviously smarter than he is, because that would make him look bad

(2) You should obviously be incompetent for whatever job he gives you, so he can blame you when everyone begins to notice his toilet is overflowing again

(3) You should seem like an obvious bootlicker when he first encounters you, because that's really the only apparent job description in the whole administration

It seems Johnny B Chickenhawk couldn't keep up the bootlicker pretense for long enough
