Why does Biden need someone with foreign policy experience on the ticket when he brings that with him as a presidential candidate? It's not hard to grasp: if Rice's biggest positive is her foreign policy experience, which is also something Biden is really strong in, then I don't see why she should be on the ticket. Put her in the Sec. of State role if that's the case and bring someone in who's a current office holder since that balances the ticket out way more than two foreign policy strong partners.
