Could Governors Use Their National Guard to Protect Protestors? [View all]

Could the Governor of Oregon call in the National Guard to stop federal unmarked agents from committing acts of violence against peaceful protestors in their states? Could other Governors do this? I would think so but it would be an escalation so I can imagine they are trying other ways to stop it first.
