4. Hundreds of thousands of National Guard troops

were sent to the first Iraq war by GHW Bush. I'm guessing that a governor's action with the National Guard could be undone by the President. If not, at least some of those governors would probably have kept their NG troops at home because sending them overseas was deeply unpopular at the time.
