For anyone who has been "detained"/arrested or injured. For the former, they can file a writ of habeas corpus for an unlawful detention and pursue civil damages for the latter against the agency or POSSIBLY the offending agents in their individual capacities if they were acting outside the scope of authorization.

I agree this the clandestine nature of these people, with notbadges/ID etc makes it difficult, but mobile phone cameras can help document things.

However, the threat of civil money damages will make many of these "agents" think twice.
