8. And they have to get the ballot right in the first place

I'm in California, land of "cram as many things on the ballot as possble". In addition to president, this year we have US Congress, state offices, local races (including the hard-fought school board, which judging by yard signs is THE most important one), state propositions, local propositions and who knows what else. So they have to match the ballot to the address: sure, they could just copy one of the official ballots the county sends out, but the county includes 4 congressional districts and at least as many state assembly districts, which don't overlap. It's a dead giveaway to have votes cast for the 14th district when the voter is supposed to be in the 18th! Maybe it'd be easier in smaller states, but this is just another level of complexity that makes it hard to manipulate mail-in ballots.
