4. I've come up with a personal criteria...

If a safe and effective vaccine for the COVID virus is developed, it will be no surprise or secret. Such a thing in reality is the end product of a deliberate, extensive, and collaborative research effort. Although, there are those companies and political agendas out there who would like you to believe otherwise. Because, they want exclusivity to claim the credit and ultimately the moneys. Where we see salvation they amorally see a gold mine.

1) Open and widely reported and published paper trail recording the development and testing of the vaccine.
2) Acceptance of the vaccine as safe and a well defined level of effectiveness by international medical, research, and public health organizations. (Excluding, those co-opted by special interests, i.e., the USHHSD, CDC, and the FDA.)
