(20,451 posts)23. They GOP big-wigs/leaders do it deliberately.
It's been in use on and off for a long time (since the 40s or 50s I believe), but the Republicans started using it consistently and deliberately around 1994 when Frank Luntz decreed it.
The average Joe Republican probably uses it out of ignorance because that's all they hear on Faux rather than out of some deliberate strategy.
