There is a purpose for all rules and laws that exist and it is damn hard to get laws on the books to begin with.
Metaphorically- The roads would be incredibly dangerous if there were no speed limits, still very dangerous if speed limits were not enforced and those who ignore the rules drive at high rates of speed and don’t abide by traffic signs or feel that they are in complete control when they are drunk. The laws exist for those who have no regard for others. Yes getting justice on rule breakers is slow and aggravating and there will always be “Cheaters”, that is why the laws were written. But to live in a world where no one abides by the rules is not civilization at all.
