Financial trouble due to circumstance or stupidity or corrupt mismanagement.

the public (our government) assumes responsibility for resolving the debts and cleaning up the mess.

The unfortunate victim or deliberate perpetrator is freed from responsibility.

in a real capitalist society failure would be failure. period. no 7 mulligans.
trump should be in the poor house, skid row.
or in the game of life its the poor farm.
