What about itinerant workers? (I think that's the right word.) I'm sure there are many people in your situation. I wonder what they do. Are they comfortable just not voting?
You raise an important issue - I hope you can register at your mom's house. Can you temporarily change your mailing address (maybe just for some things) to your mom's as well? If you're registered at her address and don't get mail there, you could get "caged."
