23. I see nothing in the Constitution limiting pardons in that way.

A President can't pardon an impeachment.

My guess is similar to another comment, below, that trump's ego won't let him resign and allow Pence to take the office. He'll pardon himself, if he is convinced he committed any federal crimes, and then stomp off to sulk.
