They don't allow every member to cast a vote separately, as that would likely assure Biden a victory. Instead, they go by state delegation. Every state has just one vote. But it's the majority delegation for that state, as opposed to all congresspeople from that state.

So, take Pennsylvania. Their entire delegation is majority Republican. The assumption would be they'd vote Trump.

But again, that's not going to happen because states will certify the results.

Though if it did, I wonder what Nancy could do as she would oversee the vote.
