2. Sure they could, but they won't

First, what would the charge be? All you know is that there's an investigation. Not an indictment, not a conviction, not even a summary of evidence.

Second, since the Senate won't vote to convict him, what would an Impeachment accomplish that an eventual criminal indictment wouldn't.
