29. Vacancies in the House can only be filled by a special election

US Constitution: Article I, Section 2:"When vacancies happen in the Representation from any State, the Executive Authority thereof shall issue Writs of Election to fill such Vacancies."

The Governor cannot fill the vacancy. However, it is unclear how long he can leave the seat unfilled by not immediately scheduling a special election.
