14. Make the police unions pay the damages for lawsuits brought against bad officers.

It's the first instinct for someone abused, like the victim in the OP, to want to sue because
of the injustice. But the city, i.e. the citizens, pay that bill. If the police unions had to pay,
they would demand much more professional actions from the police men and women.
