The money was paid into the state in advance of the recount, as provided by law. But the law also provides that the counties performing the recount don't get paid until after the recount. That is because, under the law, the counties are only entitled to reimbursement of their actual costs, which can't be known until after the recount.

This, of course, opens the door for the republicans to second guess how much the counties are claiming as their actual costs. For example, there have been claims that recount workers were paid $30/hour and that Republicans are questioning the reasonableness of that expense.
