5. I agree that it is the intent of Democrats to get something, then try for more.

I think that it relies heavily on whether Democrats take the Senate AND change the filibuster rules to prevent McConnell from blocking legislation.

Joe Biden said something about it being a "down payment" awhile back. The intention of the Democrats is to get the money to the average person to help stimulate the economy and to those in great need, to meet those needs. Republicans on the other hand, have no intentions other than some kind of political wind, and continued transfer of wealth to the wealthiest people.
