4. If perception is reality...?

They perceive it to be true. However, there is no basis for their belief. There is no evidence. They can be paranoid or distrustful or whatever they choose to be, but it does not change the evidence that we have on hand, provided by institutions that we normally trust, such as election officials and Secretarys of State.
