Barr. Esper. That's it. Two out of 15. I suppose you could include the Secretary of Homeland Security, which hasn't had a confirmed Secretary since Nielsen resigned/was fired, but that happened over a year and a half ago.

Every other cabinet office is headed by a Senate-confirmed secretary.
