Look at the map of Nashville [View all]

The explosion happened near the top at Church St. and 2nd Ave. See how close that is to the State Capitol Bldg. My guess is it went off before it got to it's target.

Edit: While the target could have been the building it was next too, a quite Christmas morning would be a perfect time to bring in a car bomb and park it a few blocks from the eventual target.
