For those not familiar, 2nd and Commerce is just up from one of the busiest tourist areas in downtown. While the AT&T building may have been the target, if this had occurred on an average weekend or during an event, there would have been tons of foot traffic in the area. Opposite the AT&T building, is a multistory parking garage I frequently use when I go downtown and there are several restaurants and bars near that intersection that would likely have been packed with people.
