...a speaker is permitted to talk about it. (In fact, speaker priority is *how* a vote comes to the floor, a speaker is given priority to speak, and then they can propose a vote.) Schumer can make a very long, passionate speech, and no doubt, absolutely no doubt, dozens of other Democratic Senators are as of this very moment penning a speech to support it. So you get all these Democrats to make speeches about how they support the President's proposal for more stimulus relief, you put the rest of the Republicans in a bind.

Where does that put the Republican Senators? They say no to a vote? That is the same as voting no.
