Once States have certified the vote. Why? A court does not have the authority to "de-certify" a vote count. Its not within a courts jurisdiction. The court can issue an "order", but that doesn't change anything. The Supervisor of Elections and Secretary of State still have almost all authority. Could a court halt a certification? Certainly. Undo it without agreement from State officials? Nope.
