Consequences of substance for ignoring subpoenas. A means of enforcing them. Mandatory votes on judicial appointees. Mandatory trial testimony after impeachment. They can vote how they choose on appointees, but they must at least vote. They can convict or acquit after impeachment, but they must hear evidence and testimony and have a trial.
And NO judicial appointments once voting has begun.
For starters. There are many more things to address.
