50. They were talked into backing down from controlling the crowd...

Right before the woman was shot and killed. There was an interview with a guy on CNN who said how it all happened. If you watch the video of the shooting, you will see the police force starting to walk down the stairs right before the crowd tried to get into the House Chamber.
