Is to take the fines gathered by the scofflaws and make donations IN THE NAME OF the person to various social groups.

You don't wear a mask? Great, your fine is now a donation to medical groups that fight COVID.

You don't pass through a metal detector? Great, your fine is now a donation to groups that help support victims of school shootings.
