9. They're officially elected by the DNC, but DNC members vote for the President's choices.

Same goes for the RNC when a Republican is President.

Hypothetically, other candidates can be nominated for these offices, but not would be very tough for them to get many votes, since many DNC members would just back the President's choices anyway.
