22. Why do people who don't have kids not qualify for child tax credits?

Why do married people get tax benefits that single people don't?

Why do home-owners get tax breaks that renters don't?

The government wants to incentivise certain things (higher education, home-ownership, population replacement). There's nothing inherently wrong with a bill that doesn't apply to everyone as long as it's balanced out by other programmes.

Biden is also proposing $1.9 trillion in stimulus spending including increased unemployment benefits, bail outs for small businesses, etc. It's not like people who didn't go to college aren't going to benefit somewhere in there.
