Back then, liberal Republicans were part of the GOP establishment and were active in his administration. In many cases, Nixon's options were to go along or at most go slow.

Nixon was corrupt and bigoted, but he wasn't as open and reckless about it as Trump. Watergate was the end product of a systemic corruption with authoritarian actions. The key difference is, when he was caught, someone could tell him the jig was up.
