And when you panic, you make bad decisions.

Had he came out up front and said he set into motion events that were highly questionable and didn't think they would go that far, but took full responsibility, he would have been golden. Just like Reagan with the Iran Contra affair, he took ultimate responsibility for all that went wrong....and boom, it was out of the news cycle.
