NSA is able to both appear to follow the law and be undetectably above the law at all times.

It's an ugly reality in our side's favor, but one that justifies the hate of the right for the "deep state," futilely dealt with as it presently is.

Still, institutions are surviving because of NSA help right now, which is a good thing.
