17. That depends on who owns the helicopter

Palm Beach County cannot enact ordinances that impede the Secret Service from doing their job. If they want to take him to the airport using a helicopter instead of using a ground vehicle, they will do that and there isn't anything Palm Beach County can do about it.

If Trump owns the helicopter and the Secret Service are just along for the ride, that is a different story.
