UC Berkeley and Stanford. And also San Jose State. San Francisco started using the Moscone Center which is a huge convention center. There should be no shortage of government owned buildings all over the country that are not being used right now. Stanford is not state owned, but it is a huge medical complex which could provide personnel to staff the operation.

Usually these kinds of places are positioned near public transportation, too.
