En este caso, los votantes potenciales hablan español o inglés, el idioma que se habla debe incluir traducciones y / o subtítulos en el otro idioma, en mi opinión.
This is to assure that all those who pay attention can understand the issues of both sides.
Esto es para asegurar que todos aquellos que presten atención puedan comprender los problemas de ambas partes.
