It was an Eastern European airliner, then somebody else's toy, and then Trump got it and spent his entire budget on the interior. My understanding is that the avionics and other flight systems were never modernized; it may take a lot more than new engines and some repairs to get it recertified. Glass cockpit upgrades are not cheap...
