So many of these losers it's their 1st purchase, and they don't ever plan on making another. Do they have anything on their record? Not yet, but just wait a week!

We need a FURTHER layer of protection for society, something like a Voight Kampff test from Blade Runner, or the "Baseline" test from Blade Runner 2049. A mental evaluation that would smoke out impulsive anger or schizophrenia.

I'm loathe to have that administered by the cops, but I don't know who else to look to. A panel of Psychiatrists?
