Gaetzs lone No vote was worse than you think. The bill was the Combatting Human Trafficking in Commercial Vehicles Act. Parts of it regulated driver licenses to prevent trafficking.
His pal Greenberg is charged with falsifying a driver license to facilitate trafficking.
One provision directed a new committee to develop recommended best practices for State and local transportation stakeholders to follow in combating human trafficking, which involved updating technology and collection of documents from State agencies that issue driver licenses.

The issuance of driver licenses is a State power, so the federal government cannot directly regulate driver licenses in most instances. The goal was to develop best practices for State transportation agencies to prevent trafficking, then submit them to States.
Gaetz voted No.
Here are photos of the legislation, which established a Department of Transportation Advisory Committee on Human Trafficking. Gaetz said the feds shouldnt be involved in State issues. Other States rights conservatives didnt see a problem.

Most problematic (IMO) is that Greenberg is alleged by prosecutors to have committed a human trafficking offense using a falsified driver license between May-November 2017.
