Maybe not officially in the manual, but by the racist culture they're steeped in. The myth of the "superpredator." The assumption that every Black and brown person is a criminal until proven otherwise (and there is no way to prove otherwise). The police gangs who get a tattoo for each kill. The police who donated to Kyle Rittenhouse. The police who pose with the bodies of their victims and make jokes. The police who retaliate against whistleblowers and victims' families. The police who treat peaceful protesters like an enemy army.

There are no "isolated incidents." That apple barrel is spoiled rotten all the way down.
