Minneapolis Star v. Minnesota Commr was a first amendment case that said that Minnesota could not pass a targeted tax on the supplies needed for printing newspapers as this inhibited actions protected under the first amendment. I can see this logic being applied towards bullets and the 2nd.
Since the ammo in question is used by many kinds of guns, more than just assault rifles, it might be more likely to be protected than the assault weapons themselves.
