Political setting, i.e. impeachment, they doubted a prosecutor would try him in a court where the rules are stricter.

That said, thought more evidence would come to light uncovering his involvement before it happened. Like direct orders to make sure the Capitol was not protected. Or direct instructions to the right wind groups.

But he is a slimy bastard. It was all probably done with his wink and nod. That it came off at all probably only served to boost his ego.
