35. Is this percentage useful? California generally holds back 2nd shot as many states do

So the difference in the two numbers is not a useful number. It implies incompetency in the government not to be using the resources given them. But there's a reason for the difference not due to incompetence. It's not going to near each other so long as a state keeps giving out a large amount of number first shots.

California has done 63% of the eligible population now with one dose. And 43% both doses. Which is much more useful information.
