One of the things that allow them to do this is they are not a franchise but are all privately owned by the same person. This means they are not burdened with paying a franchise fee every month. It also means they produce all their own goods and have control over the quality, price and consistency of those goods.

35 years ago I sold franchises (not the food business) and I can tell you they are a bad business model. The business plan we provided for franchisees always included the lower end of the pay rate for our industry. That's why so many of them fail and In and Out Burgers don't. There are also other factors in play such as In and Out exclusively promotes from within. You've got a much better shot at a decent career there than you do at Taco Bell or Subway, so you turn over less help.
