It took only hours before his spokeswoman backed away from the decision. Two weeks later, Mr. Biden formally reversed himself, significantly raising the number of refugees who could come to the United States this year.
Several aides said the episode was an example of Mr. Biden losing sight of the bigger picture in this case, the signal he was sending by breaking his campaign promise.
