2. New Rule: Driving Away While Black is a capital offense

We already knew that Running Away While Black was supposedly enough to justify being shot in the back. And putting your hands in the air on command is also reason to be shot.

They need to make it easier for everyone and just say the truth. LIVING, MOVING, STANDING STILL while black is reason enough to be killed by police.
