25. For employers needing to open onsite, it does make sense to reward those that are willing to do it

Mostly because the rules going forward (at least in California) sound like, if everyone is vaccinated the rules relax, but if even one is not, then all are treated as unvaccinated. Hence the strong economic incentive to reduce cost and get the whole workforce vaccinated. I'm surprised more companies haven't mandated it instead. But I think they're still weary of legal implications despite government okaying of mandated workforce rules.
