68. Just because WE haven't heard exactly what they're doing doesn't mean they're keeping their powder

They're not biding their time waiting for the right opportunity as phrase means. They're very busy but the work they're doing is not done in full public view. Don't assume that they're not doing anything just because because they're not telegraphing their every move to us (and, by definition, to the Republicans and the targets of their investigations).
