As you say.

I have no idea what he really believes in and what would constitute duty or its betrayal to him. I don't believe what he says as the lengthy process draws out and still hope he's maneuvering WV voters toward the idea that passing most of this is necessary, but then I've always been optimistic to the happy or bitter end.
